The Greater Los Angeles and San Francisco Bay areas are the nation’s second- and fifth-most populous urban regions, with 19 million and 10 million residents respectively.11 Los Angeles is the state’s most populous city and the nation’s second-most. Two-thirds of the nation’s earthquake risk lies in California.12 The Central Valley, a fertile agricultural area, dominates the state’s center. The large size of the state results in climates that vary from moist temperate rainforest in the north to arid desert in the interior, as well as snowy alpine in the mountains. Droughts and wildfires are an ongoing issue,13 while simultaneously, atmospheric rivers are turning increasingly prevalent and leading to intense flooding events—especially in the winter. More than 4,000 square miles (10,500 square km) of the desert lie below sea level, including the 300-square-mile (800-square-km) Salton Sea, a lake with no outlet that was created in 1905–07 when the nearby Colorado River broke out of its channel. Incorporated cities and towns in California are either charter or general-law municipalities.161 General-law municipalities owe their existence to state law and are consequently governed by it; charter municipalities are governed by their own city or town charters. Municipalities incorporated in the 19th century tend to be charter municipalities. In the early 20th century, fueled by the efforts of state, the building projects during the Great Depression and local boosters, many Americans saw the Golden State as an ideal resort destination, sunny and dry all year round with easy access to the ocean and mountains. In the 1960s, popular music groups such as the Beach Boys promoted the image of Californians as laid-back, tanned beach-goers.
The water is drained by the Carquinez Strait, which flows into San Pablo Bay, a northern california business tax extension extension of San Francisco Bay, which then connects to the Pacific Ocean via the Golden Gate strait. To meet the population’s needs, engineering feats like the California and Los Angeles Aqueducts; the Oroville and Shasta Dams; and the Bay and Golden Gate Bridges were built. The state government adopted the California Master Plan for Higher Education in 1960 to develop an efficient system of public education. Among the first tasks of the convention was a decision on a location for the new state capital. Subsequent locations included Vallejo (1852–1853), and nearby Benicia (1853–1854); these locations eventually proved to be inadequate as well.
